Mongolia is set to receive $285 million in U.S. aid via the Millenium Challenge account, which may well be the only good idea to come out of 8 years of the Bush Administration. The program gives money to countries who promise to enact pro-democracy reforms.

It is difficult, however, to avoid snarkiness after reading this line:

Mongolia, a former communist country sandwiched between Russia and China, will receive the money over five years if it complies with all requirements. The largest share of the aid package will be used to improve the railroad system in Mongolia. Other money will go to support health and education.

Ah yes, if only we could get congress and the Bush Administration to fund Amtrak this lavishly! To think, we’d have a Mongol-quality rail network in just a few short decades!
