Rep. David Obey seems to be warming up to the fund-it-for-a-few-months-and-see strategy that I outlined a few weeks back.
It makes sense: the President has said he wants until September to see if his new strategy is working, so give him until September and then hold him to it. Make it clear that he’s got ample time to start planning an exit strategy, and getting the troops out in a safe and orderly fashion is his responsibility.
Of course, the hard thing is figuring out what the definition of “working” is. The President has said that, if the violence decreases, it means the surge is working. He’s also said that if the violence increases, it means the insurgents are getting desperate, and therefore the surge is working. So it would behoove the Congress to come up with, in advance, some metrics that they can measure against. Find out what metrics Gen. Petraeus is using, and use those.
