Funny.  IMO, the only visionary contribution Bush has made during his regnum imperium has been his attention to American space ambitions.  Most recently, he announced plans to place a permanent, manned base on the moon.  It makes me think the only intelligence Bush actually reads and understands is that regarding China’s own space ambitions.  His advisors must think this fetish benigh enough that they indulge the boy king.  It’s probably an important tool in their control over him — give him a couple small and cheap “wins,” make him think he’s “wheeling and dealing,” hold these small victories of Bush’s hostage over him in other policy negotiations.

Hell, what better way to deal with an incompetent despot.
