One of the more interesting things about Peru is that it has, for the first time, an Andean (and not Spanish) president in Alejanrdo Toledo.
Toledo was discovered by some Peace Corps workers when he was 16. They thought he had talent and so they brought him to the US to educate him. In 2002 he was elected president. In some ways, the process is a much more natural and organic version of what the US tried to do with Ahmed Chalabi in Iraq. Chalabi’s approval rating is probably about as low as Toledo’s, of course, but the process suggests that there’s more than one way to install a third-world leader. Even a few of Peace Corps hippies can do it.
